Use barbells or dumbells and do curls and tricep extensions. Do a few sets of about 12 to 15 repetitions. Use a mass that you can do these with that won't be too much, but even so enough to work the muscles dutiful.Do this every other day. The "off" year is for recuperation. Also get plenty of high-ranking quality protein. Cheese, fish, chicken, eggs,etc. Also remember that the triceps fashion up more of the arm than the biceps. Big biceps are impressive, but as far as a full muscular arm go, don't neglect those triceps. Good luck.
